The reception height is a function of VHF radio transmission.  The closer you are to the transmission station the lower you will be able to achieve reception - similar to a VOR or a com frequency.

I think this is a significant operational limitation, as it is very helpful to monitor weather on the ground before departure as well as on an approach.  I would recommend an XM-radio satellite-based solution instead - those have no altitude limitations.
